socketexception: the request address is not valid (bootstrap) complete on starting the server over and over and over..does this app even work!

I install the server "I think" but it still says please install server like I don't know what to do I've done it 100 times now

best skin plugin ever works great and the other players love it -
This is probably one of the harder plugins to configure.it looks good if you can figure it all out. -

im not sure what im doing wrong but i go to add a new item and put in the short name and skim ID.but all it does is say item doesnt exist with a blueprint logo on it.Am i stuck with what you have for items for sale?
