In the data folder for RealPVE you go into the raiadable bases file and at the first line if you set Raidable Bases installed false, Real PVE won't maintain them any more. That's what I did, and let Raidable Bases maintain itself. The event won't lock, but that's not an issue on my server. You could alternatively set the costs for each raid base type to 0.
Enchanted.gg (EU) PVE server uses it. I never figured out how to use it while I was on there and haven't played there in a bit, but that was the only server I saw it on.
