Regarding your first question, in the BuildTools plugin, I didn't quite understand it. After one of the updates, the plugin does not allow you to use the additional hammer slot. But, your players can use their hammers, and that includes toolguns. Regarding your second question, if you set "Can clanmates remove" to true and "Remove by cupboard" to false, then only the entity owner and their clanmates will be able to remove building blocks. This means that players who are not in the same clan as the entity owner will not be able to remove building blocks, even if they have access to the tool cupboard.
