The problem was that in the previous wipe, I had a custom map and Oxide.Ext.RustEdit.dll installed. I didn't clean up the rustdedicated_data folder, and that caused all the plugins that affect base protection, like raidprotection or zone manager, to stop working. I had to delete the rustdedicated_data folder, reinstall the server's operating system, and reinstall everything.

I recommend to all codefling users not to download any Wonder_Fox map since it can lead to a failed wipe because it does not correct their errors, it just wants to charge and fix them whenever it feels like it. Their attitude towards their clients is disastrous and unprofessional. DO NOT BUY WONDER_FOX MAPS!!!
