    Players on my server can open the free case repeatedly. Also, I have enabled the chat notification settings. For testing purposes, I set the rarity to 100, yet there are no notifications whatsoever (neither UI nor chat).

    None of these have taken effect. There is no notification when winning a prize, neither via UI notify nor chat. In addition, although the cooldown time for free claimable cases has been configured, players can still claim prizes infinitely without being restricted by the cooldown. As for the issue where keys were not deducted correctly after adding them to free cases, this has been fixed in the latest update.
