    As for personal skins, there is an opportunity to have plugins, such as Skins (you gave a link), which allow you to just install personal skins. But, some skins may have clan installations. And what do you mean? What is your ultimate goal? As I understand you already have used the Skins plugin, and then why do you need these "Personal Skins"?
