Plugin is taking item based on item id, to take item based on skin id it would require different method. You can only change skin id for "sale" item in vending machine, skin id for "cost" item is client side. Only thing you could really do is draw custom ui over vending machines with cost item of paper. Its not really something doable for public plugin since it varies per use case. -

i guess you using same shortname for multiple items, thats why you need specify skin id ? -

Yes, just go to Items data file and put sell price to 0, that will disable sell option for specific item.
