Hello, please see the description of he plugin: "This plugin give the possibility to disable voice and normal chat via permission. The command usage still allowed, if the chat is blocked. Simple and elegant." It is to not allow chat or voice chat, if the permission assigned to a user.

"minimum_allowed_TC" is the default, in your case the 2. the "extra_TC_to_allow" is what you can add as a permission base extra.. You can only set 1 value here. In your case i would go with 15, as a maximum possible, and you can give out 5-10-15 amount of extra, as permission, if it is needed to distributed for example by groups/players/etc... The name of the permissions will be like tclimiter.extra_1 to tclimiter.extra_15 -
Hello, the point count is bind to all. yes the best approach, to decrease the minimum needed point for some stuff. Yes, you can add stag like that.

Hello. It depends the rest of the configuration. If you don't allow to have multiple permission per player, then it is fine ("Permission check against multiple permission group": false,) as the description state. Otherwise, if the player can get multiple permission, then always the last permission used, what the players have from 1 to 3. So if all 3 permission present, the itemdurability.profile3 will be used. -

This is not the goal of the plugin. It restore the corpse, not the backpacks if they dropped.

New version upload to support something like this. -
The plugin teleport the corpse, made from the player body under your feet. It doesn't distinguish between items. If you have issue like this, please open a support ticket, attach a video and a config about the finding. -
I can't promise, but will take a look about the possibilities.
