There are settings in the menu, each player customizes them for themselves. This is also configured by default for new players in the config, and regulated by permissions. See these settings.

There is no way this command can clear the all-time stats. You may have cleared it in another way, for example through the UI

I tested it. Most likely this needs to be fixed in Carbon. Since even ImageLibrary can't load in time when plugins are reloaded normally.
