If you want the tick effect to be only in the first 60 seconds, and then just a UI with no effect, you can't do that.

04:55, 16:45, 23:00, etc are times for the scheduler, set in the configuration. To restart server with the command - restart time_sec description - restart 300 M_WIPE_MAP

There is no way this command can clear the all-time stats. You may have cleared it in another way, for example through the UI

I tested it. Most likely this needs to be fixed in Carbon. Since even ImageLibrary can't load in time when plugins are reloaded normally.
