Do I understand correctly that you are looking through AdminMenu at the list of player's permissions, and you don't see there the permissions granted by the Skills plugin?

Yes, you can only use integers right now. If you need numbers with decimal places, I can add that in an update! I've added it to my ToDo list

Skills plugin allows you to buy skills with $ (or any other currency), but it doesn't know how to accrue this currency. You need to install a plugin with which your players will get $, for example: https://umod.org/plugins/gather-rewards https://umod.org/plugins/play-time-rewards
