There is an option to allow players to use skins they own. Thats probably what you are seeing. I highly recommend you dont add a config option for - Auto import approved skins As this part of the code is where all skin sorting happens so skins might not import or be catergorised correctly.

the command is skinremove in console or /skinremove and then the skinid -
it referes to the item rarity, so normaly the tier of monument you find them in. -
what do you mean by dead skins? if the ids dont exist the API wont find them, which is a really quick lookup

this is because of the TOS, that skins are not unlocked automatically.

No, its not a replacement, drop bags handles mass items being dropped, this handles ragdolls and the death bags from players dying. You can use both at the same time.
