The top row of skins is normally your skins history so as you select skins it will change.

You can use it but you should use either the skins players own feature or import custom workshop skins -
importing skin collections is the fastest way to add custom skins. Or use the dev mode to see what exists in the game (you should read the FP TOS to understand how you can use this)
