Check you logs in carbon/logs/carbon.core.log and see if there are any messages, usually there are a few in regards to the plugin api

Your CPU is a major factor here. Rust is primarly limited by single threaded computations. So you really want a high clock rate CPU. Aim for 4.0 Ghz or better. Then for ram ideally haveing 20gb would be great. Are you self hosting? It seems like a strange setup.
