That is a facepunch behavior. My plugin just adds /commands and permissions for facepunches built in creative mode. Everything in this plugin can be achieved with F1 commands if you are an admin. -

I am removing the Helpful Supply skin IDs from the ignore list, however when I reload the plugin they revert back. All other settings save.
