In the past many server owners complained about lag and extreme entity counts. This setting limits the amount of decorative entities per junk pile. You can set it as high as you want and as long as you don't change the global decoration limit it will only impact how many junk piles there are with decoratios. Depending on the performance of your server you might also be able to increase the global decoration limit.

Hi, You have to ask the developer of the plugin to support the Custom Item API. It is documented in the plugin description. Then they can add the pickaxe as a custom item directly from their plugin

Since I don't own the plugin I don't know which NPC is used as a base for the zombies. Your best bet is to disable custom clothing for heavy scientists as they are most commonly used for custom npcs. You can also ask the author of the plugin to give zombies a special skin id, then I can explicitly exclude them in the plugin -
