If there is no one of the specified plugin, then it will not load the amount of online from it. So the default is 0.

Hello. I did not quite understand what exactly to update in 0.1 seconds. If you update the information in the panel, then this can be changed in the config. But this is 10 updates per minute, there will be a load on the server.

The balance from the economy is updated for each player personally, only when he has changes in the balance (this optimizes this matter as much as possible).
