Has this been tested with Simple PVE? I have a feeling that would block damage to the helis.

It's compatible with TruePVE, however i'm not sure about SimplePVE and I don't see any API for this plugin

how do i make it so they take noral damage like two headshots dead because im using a damage indicator and i have set the damage to 1 so it should take full damage but yet they only take like 3-7 damage even on headshot?

Change these values in config:
"Damage receive rate": 2,
"Bot health": { "min": 50.0, "max": 100.0 },

If you're using default "hazmatsuit_scientist" clothes then try to change them, it may also affect damage rates.
Also check if any other plugins are changing damage rates for scientistnpc_roamtethered.prefab

This can add support for NPCs with different weapons and ammo, or allow NPCs to set up their weapons and ammo and clothes through kits
