The skins specifically listed in the config file get imported into the data file and then removed from the config. They should only really be handled in the data file, but the config option was left to help people migrate.

im sorry but your english is very hard to understand... maybe try writing in your native language? all skins are permission based, so remove the developer flags if you have assigned them -

Hi Bear, it looks like the item is stuck in your item history slot. So it only shows for you. This data is in you PlayerUsageData.json under data/skinner folder
