it says in the description that you need the item perks
without item perks you cannot give any perks to your legendary items
the perks from them come from item perks

and yes using the skin id and name you can let them sell directly to shop from mevent

You need both. And yes a player can put ones they find in vending machines. For the Shop, you would have to use the command to give them the item. Selling back, I believe you could just add the item with name  for them to sell back.
