with customcurrency it does 1 for 1 

is there anyway we can give them less 

example they sell 100 scrap - they get 10 currency

Allow us to set the default amount they get in exchange

Yes you can chose what currency you will use and for what item you will change it ..
You can make for Server Rewards Custom item for excange ,also for Economics . 

I have an in game item (blood bag) that I want to exchange for scrap.  How do i do that?

Also, how do i change the values? For example, I want 1 blood bag to equal 100 scrap.

Right now it is only 1 to 1.

Hey ,you mean to exchange custom item to currency ? 
Now you cant set amout for exchange ... Its 1 : 1 .
But i will update it today so you will be able to change exchange rate ..
