You could try but its all tied to the water try "RaiseLevel": 0.1, "RaiseAmountPerTick": 0.0001, if seems to long lower "RaiseAmountPerTick": 0.001, -

Rust changed water with world 2.0 you can paint your terrain with water in rustedit then it will work

Ya mean spawn on the ferry? Most likley not as spawning on the ferry sometimes can be glitchy as admin there is a command i beleve /ferry teleport that will teleport you to the ferry but be warned be in no clip somtimes it fails lol and rust will toss ya under the map at 0, 0 ,0 -
