bow, crossbow and some types of weapons aren't working out of box with npcs, and these weapons aren't planned to be supported (but maybe in the future) with pnpc (the exception was the rockets, c4, satchels and grenades)

check your config setup (also check your BetterNPC config files in oxide/data), and it's better to ask the developer of that plugin, because nothing can be done on my side, i'm not controlling the damage

i watched a video demo of SimplePVE and i see only one option about animals (Allow animals to damage players) probably you need to find somewhere an option to allow them damage entities and enable it -
I don't know about SimplePVE plugin but i know that PAnimal is working with TruePVE if you have correct setup There is nothing to make on my side, it's only controlled by your plugins
