Custom notifications

Commands

• notify.show [type] [message]
• notify.player [steamid] [type] [message]
• notify.allplayers [type] [message]

Permissions

• notify.see: lets a player see notifications
• notify.notify: lets an admin/moderator see how a notification looks before sending it
• notify.player: send a notification to a specific player (they need the notify.see permission)
• notify.allplayer: send a notification to all players (they need the notify.see permission)
