The ipgive command won't dictate the skin that the item comes with.

It will apply a random skin for the item type.
ItemPerks legendary items can be setup to give static skins for static buffs etc.

The only part of the config that handles skins for ItemPerks is "List of skins for item types. If more than 1 skin is added, a random one will be selected when the item is created.", and that is item type based. For example, if you add 3 skins for hoodie in there, it will apply a random skin to the hoodie from the 3. If there is only 1 skin, all Item Perk hoodies that are found in loot will have that skin..
