Images Sent to ImageLibrary And Ready Is sent when it becomes active to work.. if not working try and unload all other plugins and reload image library and gamePanel and see if works. you may have a plugin conflict.. r you using carbon or oxide? I just tested on oxide and works with out issues fresh install.

Unfortunately, the flooring is no longer included in the plugin since the new version? ya that one was my bad will upload it back in a sec. Some of the wallpapers we uploaded ourselves also don't work Rust changed things so allot of old wallpapers that were created on the steam workshop that you were using before the update to rust no longer work.. steam takes a few min to download the skins to the client if you cant see them try and reset your skins.

Better NPC will replace the rust npc's so depending on the prefabs they use is how the config will count for that kill. lookin at a glance it looks like they use NPCSpawns to spawn there npc witch uses only one npc type so you must make sure that type shortprefabname is added to the config in irder for when they kill it.. so if your replacing all the npc then random raids will not know which npc is what.

R you giving your self the custom coop item?

at one point you must of bound somthing to FIRE_THIRD because default its bound to nothing so remove that key bind. witch i believe is called mouse2 in rust.. Rebind the key with f1 bind mouse2 +attack3 Or Reset your key binds with the reset button. also make sure ya greanted yourself the permissions so the ui comes up.

Also another question are you using any npc plugins witch are spawning in custom npc replacing rust default npc's? As for Raidable Bases looks like a solo can only be raided if they complete easy bases. as all the rest you have required AUTH players on tc higher.

There is nothing in the code Limiting it to a admin there is noting in the code witch even checks for admin only permissions. send me your playerlog darafile file. try deleting your datafile and reloading the plugin.. what is the sizes of there bases as the plugin will not raud a small players 4x4? Do you have any plugins limiting auth on tc or that may be blocking the hook call when player AUTH's? Also "scientistnpc_oilrig": { "Total amount of Npc killed before chance can happen": 60, "Reset kill count after chance happened": false, "Delay before chance happens": 320.0, "Raid chance (1-100)": 10, "Cooldown minutes before chance can happen again": 1440, "Random raid to send them if chance": [ "easy" ] }, you have only a 1 in 10 chance of the raid happening "Raid chance (1-100)": 10, and they must kill 60 before it starts rolling the chances... There is nothing limiting it to just an admin so if you can trigger it they will be able to as well. check your config settings and your cooldowns make sure the players are not in tc AUTH cooldowns.
