If you run /waystone it just prints an help message about that, and it includes the /waystone craft command by default lang file. Maybe you've removed it by mistake. -

If the tank is getting stuck there you can enablwe the unstuck option so it will teleport somewhere else. Idk what also can tell about it, it's just too big obstacle for tank to go through i think.
