Hello! Permissions granted by the Skills plugin cannot and should not be displayed in AdminMenu. Therefore, you should not look there to check if a player has this permission.

Do I understand correctly that you are looking through AdminMenu at the list of player's permissions, and you don't see there the permissions granted by the Skills plugin?

Yes, you can only use integers right now. If you need numbers with decimal places, I can add that in an update! I've added it to my ToDo list
