That kind of setup isn’t really something the plugin itself should handle — it’s more of a permissions level thing. The right way would be to manage it through your permission system (groups/roles), so you can decide which groups see which permissions. The plugin just follows whatever is defined there.

In recent versions the Content storage system has changed, so the best thing to do is to build a kit with items already containing content and just use the "Copy from inventory" function
