passengers and npc are different types of game objects, so kits on passengers can be looted. I can try to make a setting that will prohibit looting clothes, or change the type of object to the same as npc

Do you want items from the main and belt containers to be lootable, but only the wear container you can't loot?

You still haven't answered me why you need dead passengers that can't be looted, maybe for the entourage, I can only guess. If you really need it, I can try to make a setting specifically for you
