Yes, you can build in the vaults to fortify yourself inside. That's correct; there's no jungle because it's based on the Fallout: New Vegas map, and that map doesn't have a jungle. The percentage isn't my doing; it's from the website itself. -

I've prepared a small tower pack to land the combat helicopter. In the future, I'll be creating more towers to land the heli.
