so question is it 1 time buy or a subscription based?
also how would this work considering the only way to get quarries/survey charges and pumpjacks is either through admin spawning or the admin setting up a shop with them in?

its one time purchase.
You can make players buy survey charge and quarry from outpost or bandit by placing or editing vending machine also you can use any shop plugin where you can sell survey charge and quarry
