Is it possible to restrict what locks can be picked? Such as no bases but only vehicles?

Is it possible to have the NPCs saying more then just 1 phrase? I have 2-3 listed in some cases for the NPC but they seem to always say the first phrase and none of the others. -

Did you just update? I tried updating npcspawn yesterday and it broke my events too. Had to delete the data and plugin files and go back to an older version. Believe it was the pre naval wipe version -
I had to delete my config files when my rnpcs where not spawning at restart. I get spamming in my console too even when the npcs are spawning correctly.

Is it possible to change what the NPCs are saying? I changed the MP3 files in the phrases directory but that didnt seem to make a change in what they say.
