Position of each ui element can be changed in config but you have to understand how anchors work in Rust ui, there is no other way around it. This Image represents how anchor values are calculated.

After you load the plugin file, it should work right away and you should be able to access welcome panel by typing /info command ingame, unless there something wrong with your oxide/carbon setup.

have you tried to replicate it? does it happen every time someone cancel crafting? posting error on it's own without any info won't help me much with debugging
