There are only 2 types of privileges in the standard configuration - gold & vip for rates, try resetting the configuration.

I have updated the plugin, please check and let me know the result. You can disable the rates for quarries, just set their value to 1.0 and everything will be like in the classics, another plugin will be able to modify the rates.
