yes, in the config file change the sunrise and sunset time

Can you set it to switch to a random preset to another random one?
Or does it always go to the next preset in the order it's been set?

Each preset has a "Chance" parameter so when current preset ends it will pick randomly next one

Does this affect the spawning of events? Since adding it I haven't seen heli or cargo once

No, it don't break your events

How bad can the storms get?  

I kinda think a very dark, pouring rain, high wind, with lots of lightening would be cool. 

The video doesnt show the storm looking bad at all.
