I do but if that was the issue then the brown barrels should be bugged too but they are not, only the blue ones and the roadsigns are

Did you try to unload and check if it helps?

I set the loot to 0.8 instead of 1, and the end result was that I couldn't eat various foods anymore.
Nothing changed in the barrels; it just showed me that 0 blades had been looted, but there was one in the inventory.
So no change there either. 
I had hoped to minimize the loot a little.

If you mean loot rate it just multiplies amount of item so if you have 1 apple * 0.8 after rounding it will be 0. Not sure about the ability to eat food, maybe you have other plugins which affects it, if not you can send me your config file so i can test it
