Make sure the .Json inside your CopyPaste folder are placed in:

../oxide/data/copypaste

Then reload the plugin and try throwing the capsule again

It’s also explained step-by-step inside the “How To Use” folder included with the plugin

Do you give ownership of all buildings and deployables to the person who throws the grenade?

Yeah, ownership gets assigned to the player who throws the capsule

I had same problem and when I look for the copypaste folder where you say to look there is nothing.  I have copypaste plugin loaded but I  don't see this file structure.  And what about the bases you supply are those bases or what are those folders  3 of them.

I got it figured it.  All I needed to do was add the directory copypaste and put those 3 files in there and I'm building bases without any  problem.

Is there a chance you cauld do some more bases that I could just drop  in that file and have access to them like these.  Just an awesome plugin

You can create, save, and use your own base

I could but I don't have that much time.  I have several other things I have to do in real life.  Please see my message I sent to you.
