I don't think what you're talking about will ever be created, for the simple reason that you don't know how to tie functionality to an interface. If you just want an interface, this tool will do it for you. Buttons in a UI work on the principle of command invocation, if you need a UI that will execute a command at the click of a button, you can do it, but you don't have the knowledge to do more than that. -

This plugin does not deal with limiter motorcycles, spawning or something similar, as well as I do not understand what cooldown we are talking about. The plugin works with all motorcycles and works only with those that are controlled by the player sitting on it. If you need to limit motorcycles, then reduce the population or put a plugin like VehicleLicence, this plugin has nothing to do with what you wrote.
