WPKits only displays data from api, everything including claiming is handled by RustKits itself. I could not reproduce the issue you describing. Tested on WelcomePanel 4.3.5 and WPKits 1.3.2

When you download the Shop, you can find folder with 4 config files. Use the first one.

I just tested both plugins together and they work as intended. If you can provide video footage of what exactly is happening on your side that might be bit more helpful.

Plugin automatically checks for ImageLibrary, then downloads images and checks for downloaded images when displaying them. If you background is loading slowly chances are that ImageLibrary wasn't able to download you image.

WelcomePanel should show up by default right after installing. Also /info command should work, if it's not then plugin is most likely not loaded.

I got busy with some real life stuff so answers and updates are coming slower than usually. In order to show kits on welcome panel you need to purchase WelcomePanel Addons and after that it's just matter of typing /import_kits ingame. If you are not interested in whole package send me message and I can sell you just the kits addon.
