This is because the name of these items is different and loottable does not allow the stacking of items with different names. There will be a config option to adjust the stacking behavior added with the next update. -

This would be very difficult to implement from a technical standpoint. However you can achieve a similar functionality by putting all components into one category. Then you can limit the amount of items that get picked from that category.

To make sure you have the correct permissions you can use Permissions Manager. If the plugin does not show up there it is not loaded properly.

I don't think the crates are causing this problem. There is probably an error somewhere that prevents a new timer from starting after the event has finished. Please check your logs, an error message would be extremely helpful.
