Yes, Weather can already do that, you don't need the uMod plugin. Open oxide/config/Weather.json and set "Skip night" to true. The night then gets skipped the moment it starts, so the server stays in daylight. Just make sure "Use time control" is true as well, otherwise the plugin doesn't touch the time at all and the setting does nothing. If you want to fine tune it, "Sunrise time" and "Sunset time" decide when the day part begins and ends, and "Day length [minutes]" is how long that daytime takes in real minutes. So for example a 60 minute day with skipped nights gives you an hour of daylight per cycle and no night at all.
