Sorry, I can't answer you, I don't know/use these plugins.

watching the description, Idk where the handcuffs are used.

is one of the situations fitting to a prisoner?
e.g. situation is pvp server, but one punishment is that players can get locked up and be brought to police station waiting for court file (admin reaction), maybe from admin itself or moderators or even players (jobs) doin this job. or if they get to prison for some time.
player in handcuffs shouldnt get looted from other prisoners, or players breaking into to free them or if prisoner gets killed while being there, try to free them or on the way to police or prison.
