I set this part to 0, but the balloon still appears; is there another way to turn it off?

Ive seen an option where changing the skin or upgrading an already placed wall will fall back down to the lower health like it was brand new. How can I implement that?  example : raid block occurs, I skin change/upgrade a wall and it goes from full health down 1% or whatever setting I have it at in the config

To remove the Sound Effects @Khan can I just do this to my config? or how would I remove all sound effects properly
