Are there cheat menu's that allow players to spawn in heli's? 
We have had an isse with a player that was able to call in heli's without using a signal.

The heli's dont seem to use their rockets
Only their machine guns

I've tweaked some settings in the config to try force them to use rockets and napalm, but still no luck

What am I doing wrong?

Suggestion: Players commonly abuse the difficulty of getting the loot by making the heli crash into the ocean.  We also dont want it to flee to the nearest monument, as that conflicts with people who may be running the monument.  Could we add an option to just flee in-land?  So if it is taken over water, it will flee back into land and crash on land instead of in the ocean?

There is a config option to prevent fleeing already. No option to make it crash only on land.

I know.  We already use the prevent fleeing option so that Heli fights stay personal and dont affect other players.

 I just meant adding the ability to prevent it from crashing in the ocean.  Flee to land option.  NPCs dont spawn if it lands in the ocean and it makes the loot too valuable for people that abuse it by making it crash in the ocean.  Thanks for the consideration.

If this has been asked please accept my apologies. I have a player that purchaes 2 Easy Heli's and that player throws 1 of them. He then tries to throw another right away and it tells him there is a 5 minute cooldown but it returns the signal back to his inventory and also gives him another one. In other words it's duping. If he repeats this multiple time it keeps duping the Heli signals. I personally tried it myself as admin and it does not do this.  Any ideas what's wrong.

There are discussions regarding this already in these pages and in support section. Also on my Discord. The issue is because you are using a plugin which limits throwing supply signals, such as Signal Cooldown. There is a fix on my Discord.
