So it's probably a me issue, we are running this map on a friends server and he's asked for help. Key card required doors in custom monuments are not working. How do I get them active? 

Unfortunately, I had the same problem; the card is simply wonderful, and the only downside is those doors that can't be opened with it.

Make sure he is running the rustedit DLL and placed in the correct folder then restart server 

Yes, it's definitely the lack of a DLL on the server.
