I understand that the plugin is not in demand. 
But is there any hope for updates to this plugin? 

I would like to suggest adding permissions to each type of material.

My idea is that players need to learn the stonework. And only after that, improve your base.

I'm still maintaining it, but it works and currently doesn't need any updates.
 
The desired features are a bit more complex and don't fit into my plugin because it would be its own plugin.
That's why unfortunately I can't implement your suggestion.
