That is a db file. If you rename it and reload the plugin, a new one will be created. I am only suggesting this since the default DB it creates should definitely prevent players from killing each other. You might also verify that there is no player_player rule enabled in the default ruleset.
Since DynamicPVP creates zones on the fly, there should be no danger in deleting oxide/data/NextGenPVE/ngpve_zonemaps.json. After that, reload NextGenPVE and DynamicPVP and it should be recreated.
Also, btw, there have been 3 updates since 1.0.70. It shouldn't impact this part of the code, but...
Similar perhaps to the fact that the SAM sites do not target the heli, this may or may not be possible since it would require active targeting of the animals. At the moment, I don't recall if that is default behavior.
