Hello, I am still having trouble with the horse ownership. Can't add ruleset & default ruleset not there

Okay, so I got the default ruleset to reappear by deleting the plugin and all data. Then I reuploaded the plugin, however it is still not allowing me to add ruleset or edit the default ruleset. -
When I am in the GUI, the ruleset button doesn't work. I can not add a ruleset and the default ruleset that was there originally is now not there.
