There is a permission called "skinner.skinteamblock" make sure you dont have this applied to a group. If its inherited from a group it will never work.

skinauto - automatically applies craftskins to any item that enters your inv. Skincraft is an option in the config which only skins default items you craft. Try toggle skin auto off an ensure skincraft is enabled in the config.
